Mr. Evans was born in Canandaigua, New York in 1978. He graduated from the University of Michigan in 2001 with a liberal arts degree. In 2007, he graduated from the University of Tennessee College of Law. As a law student, he interned for the Knox County District Attorney General's Office, served as a member of the Moot Court Board, and was named to the Order of the Barristers.

After graduating from the University of Tennessee, Mr. Evans joined the Knox County Public Defender's Community Law Office. In 2011, he entered private practice with the Oberman & Rice Law Firm where he focused primarily on DUI defense. He became a member of the firm in 2013.

Mr. Evans practices in the areas of criminal law and general civil litigation. He is a member of the Knoxville Bar Association, National College for DUI Defense, and Tennessee Association of Criminal Defense Lawyers.
